Sleaford and North Hykeham Parliamentary Constituency

A general election is to be held on Thursday 12 December 2019.  Polling stations across the Sleaford and North Hykeham Constituency will open at 7am and close at 10pm to elect a Member of Parliament. For the UK Parliamentary election, the country is divided into electoral areas called constituencies.  Each constituency has its own MP. 

North Kesteven has two Parliamentary constituencies within its area – the ‘Sleaford and North Hykeham’ constituency and the ‘Lincoln’ constituency

Sleaford and North Hykeham constituency is mainly made up of parishes within the District of North Kesteven but does not include the parishes of Skellingthorpe, Bracebridge Heath and Waddington East which fall under the Lincoln constituency.  

However, the Sleaford and North Hykeham constituency comprises the following parishes in the district of South Kesteven – Allington, Ancaster, Barkston, Barrowby, Belton & Manthorpe, Carlton Scroop, Caythorpe, Claypole, Dry Doddington, Fenton, Foston, Fulbeck, Great Gonerby, Honington, Hough-on-the-Hill, Hougham, Long Bennington, Marston, Normanton, Sedgebrook, Stubton, Syston and Westborough.

The Acting Returning Officer of North Kesteven District Council is responsible for the election for the Sleaford and North Hykeham constituency.

The Lincoln Constituency

The Lincoln Constituency includes the North Kesteven parishes of Skellingthorpe, Bracebridge Heath and Waddington East.  The Acting Returning Officer of the City of Lincoln Council is responsible for this constituency..

Information for Voters

Eligability to vote

You can only vote if your name is on the Register of Electors and you are eligible to vote in Parliamentary Elections.

Poll Cards

These will be sent to all registered electors around 14 November.  If you do not receive a poll card and are unsure whether you are registered, contact us on 01529 414155.  

Register to Vote

Applications to register to vote at the General Election must reach the Electoral Registration Officer by 12 midnight on Tuesday 26 November.

If you are already registered to vote, there is no need to register again for this election.  

If you have not registered or recently moved into the district, then the easiest way to register is online at Gov.uk.

Postal and Proxy Voting

If you are unable to vote at your polling station on polling day you can choose to apply to vote by post or by proxy (appointing someone else to vote at the polling station for you).

The deadline to apply for a postal vote or to change/cancel an existing postal vote or proxy appointment is 5pm on Tuesday 26 November 2019.

Applications forms can be downloaded from the electoral commission website. New applications to vote by proxy at this election must reach the Electoral Registration Officer by 5pm on Wednesday 4 December.

Postal and proxy vote applications cannot be submitted online and must be signed and returned to the Electoral Registration Officer, North Kesteven District Council, Council Offices, Kesteven Street, Sleaford, NG34 7EF and be received by the deadlines above. Scanned copies of application forms can be returned by email to elections@n-kesteven.gov.uk

If you are unlikely to be able to vote in person on polling day, make sure you get your application to us as early as possible. 

Applications to vote by emergency proxy* occurring after 5pm Wednesday 4 December must reach the Electoral Registration Officer by 5pm on Thursday 12 December 2019.

*The emergency can only be on the grounds of grounds of physical/medical incapacity or for work/service reasons.

If we have received a valid postal vote application by 2pm on Monday 11 November 2019, the postal vote will be sent Tuesday 19 November 2019.

If we receive a valid postal application after 2pm on Monday 11 November 2019 and before deadline of 5pm on Tuesday 26 November 2019, the postal votes will be sent daily from Thursday 21 November 2019 as the applications are received.

Information for Candidates and Agents

Becoming a Candidate

If you intend to stand as a candidate you must complete a nomination paper, consent to nomination and any other relevant forms contained in the candidate's nomination pack.  

Anyone considering standing as a candidate is strongly advised to read guidance and information provided by the Electoral Commission.

Nomination Papers

A nomination pack will be available from Electoral Services or can be downloaded from the download tab or further down the page.

The period for the delivery of nomination papers is from Monday 11 November to Thursday 14 November, between the hours of 10am to 4pm each day.  The deadline to submit nomination papers is 4pm Thursday 14 November 2019.

The nomination form, consent to nomination and home address form must be delivered by hand and cannot be submitted by post, fax or other electronic means.

In addition, the nomination and home address form may only be delivered by:

  • The candidate; or
  • The proposer or seconder; or
  • The election agent (if the appointment has previously been received by the Acting Returning Officer).

Parliamentary Deposit

The nomination forms at a Parliamentary election must also be accompanied with a deposit of £500.  The deposit can be made in the following formats:

  • Cash (British pounds only)
  • UK Banker's Draft
  • Online Bank Transfer
  • Debit card

It would be helpful if anyone wishing to submit nomination papers could make an appointment.

Notices

  • The Notice of Election publicises the election and gives the date in which prospective candidates must submit a nomination paper and consent to nomination.
  • The Statement of Persons Nominated including the situations of polling stations and Notice of Poll was published on Thursday 14 November 2019. 
  • The Notice of Election Agents was published on Thursday 14 November 2019.

Voter ID

Please note identification (ID) is NOT required for the General Election on 12 December 2019.
