Eagle, Swinderby and Witham St Hughs Ward
Councillor Mrs Barbara Wells sadly passed away on Thursday 14 December 2017. An election to fill the vacancy for the Eagle, Swinderby and Witham St Hughs Ward of North Kesteven District Council has now been called.
The election to fill the vacancy is due to be held on Thursday 22 February 2018. If contested, polling stations will be open from 7.00am until 10.00pm.
The election will also be combined in the parish of Thorpe on the Hill with the Thorpe on the Hill Neighbourhood Planning Referendum.
The key election dates are explained below.
Notice of Election
The Notice of Election publicises the election that is to be held and the timetable, including the date by which prospective candidates must submit a nomination paper. These will be published on Thursday 18 January and will be available on this day on the downloads tab.
Becoming a Candidate
If you intend to stand as a candidate you must complete a nomination paper, consent to nomination and any other relevant forms contained in the candidates’ nomination pack. A nomination pack is available from Electoral Services and on the candidate’s nomination information page.
These must be completed and hand delivered to the Returning Officer by the candidate or their representative no later than 4pm on Friday 26 January 2018.
Anyone considering standing as a candidate is strongly advised to read guidance and information provided by the Electoral Commission.
Many people choose to stand in local elections as a representative of a political party, but individuals can stand in their own right as an ‘independent’. To stand as a councillor you must:
- be at least 18 years old
- be a British citizen, an eligible Commonwealth citizen or a citizen of any member state of the European Union
- be nominated, seconded and supported by eight other electors from the ward you want to stand in. (The parishes contained in the ward are detailed below under Register of Electors).
- and meet at least one of the following four qualifications:
a) You are, and will continue to be, registered as a local government elector for the local authority area in which you wish to stand from the day of your nomination onwards.
b) You have occupied as owner or tenant any land or other premises in the local authority area during the whole of the 12 months before the day of your nomination and the day of election.
c) Your main or only place of work during the 12 months prior to the day of your nomination and the day of election has been in the local authority area.
d) You have lived in the local authority area during the whole of the 12 months before the day of your nomination and the day of election.
In addition to these qualifications, you must ensure that you are not disqualified from standing. Please refer to the Electoral Commission’s guidance on qualifications and disqualifications.

Nominations must be completed and submitted to the Returning Officer by 4pm on Friday 26 January 2018. Nominations may only be submitted between the following hours:
- From 09:00 – 17:00 on Thursday 18 January
- From 09:00 – 16:30 on Friday 19 January
- From 09:00 – 17:00 on Monday 22 January to Thursday 25 January
- From 09:00 – 16:00 on Friday 26 January
Delivery of the Nomination Paper and Consent to Nomination MUST be by hand, and can be by the candidate or their representative. Whilst the other necessary documents may be sent by post it is clearly desirable for all documentation to be delivered with the nomination if at all possible.
Whilst not obligatory, we do advise that you make an appointment for the delivery of the nomination, as those with an appointment will be given priority. Appointments can be arranged by calling 01529 308238 or emailing firstname.lastname@example.org.
It is also strongly recommended that you try to organise the submission of the nomination ahead of the last day if at all possible.
The Register of Electors
You can only vote if your name is on the Register of Electors for the ward.
This ward covers the parishes of:
- Doddington and Whisby
- Eagle and Swinethorpe
- North Scarle
- Thorpe on the Hill
- Witham St Hughs
The current register was published on 1 January 2018. If you have since moved address or have not registered, you will need to complete and return a registration application form by Tuesday 6 February 2018 to register for this election. Or you can register to vote online on the Gov.uk website.
Postal and Proxy Voting
If you would like to vote by post, you will need to complete a postal vote application form and the Electoral Registration Officer must receive your application at North Kesteven District Council offices in Sleaford before 5pm on Wednesday 7 February 2018 if it is to be effective for this election. Alternatively, completed application forms can be scanned and returned by email to email@example.com.
If you are granted a postal vote, you will NOT be able to vote in person at this election. Please email firstname.lastname@example.org or telephone Customer Services 01529 414155 to request a postal vote application form. Postal vote forms can also be downloaded from Your Vote Matters. Ensure you allow sufficient time to receive and return the postal vote application.
If you would like to appoint a proxy (someone to vote on your behalf), you will need to complete a proxy vote application form. The Electoral Registration Officer must receive your application at North Kesteven District Council offices in Sleaford before 5pm on Wednesday 14 February 2018 if it is to be effective for this election. Alternatively, completed application forms can be scanned and returned by email to email@example.com.
If you have appointed a proxy to vote in person for you, you can still vote yourself, but ONLY if your proxy has not already voted on your behalf and not voted by post on your behalf. Proxy vote application forms can be downloaded from Your Vote Matters or requested from the Council on 01529 414155.
Statement of Persons Nominated
The Returning Officer is required to publish a Statement of Persons Nominated no later than 4pm on Monday 29 January 2018 (this will be added to the downloads tab when available).
Please Note: The candidates for the elections will not be known until this time. We do not have any details or information about any candidates standing for these elections. It is the responsibility of candidates to provide and circulate their own election material as part of their election campaign.
Notice of Election Agents
The Returning Officer is required to publish a Notice of Election Agents no later than Friday 26 January 2018 (this will be added to the downloads tab when available).
Notice of Poll (includes polling stations)
If the election is contested, the Returning Officer is required to publish a Notice of Poll (which will be added automatically when the document is available no later than Wednesday 14 February 2018. This notice gives details of the validly nominated candidates and the polling stations used for the election.
If the election is uncontested due to insufficient nominations, this will be displayed as a Result of Uncontested Election after the close of nominations.
Declaration of Results
The Count will take place upon close of polls on Thursday 22 February 2018. The Returning Officer will publish a Declaration of Result of Poll which will be added automatically when the document is available.
