In accordance with section 20(4) of the Planning and Compulsory Purchase Act 2004 Mr Matthew Birkinshaw BA (Hons) Msc MRTPI and Mr Clive Coyne BA (Hons) DipTP MRTPI have been appointed to hold an independent examination into the legal compliance and soundness of the submitted Central Lincolnshire Local Plan Review.

This examination is based on the criteria set out in paragraph 35 of the National Planning Policy Framework 2021 (the Framework) and associated regulations. These include the Planning and Compulsory Purchase Act 2004, the Town and Country Planning (Local Planning) (England) Regulations 2012 and the Localism Act 2011. 

The Inspectors will consider all the information before them during the examination, including representations submitted during the consultation on the proposed submission local plan as far as they relate to soundness and legal compliance considerations. 

The Inspectors will identify principal matters and a programme of hearing sessions (scheduled informal debates) may take place to consider these matters in detail. 

At the conclusion of the Examination, a report to the Council including specific recommendations will be prepared by the Inspectors.
