Revenues and benefits annual report

As we continue our shared service, which formed back in June 2011, it is really pleasing to see that many of our processes and procedures are being embedded and this is resulting in some excellent areas of performance.

This is against the backdrop of the most significant national legislative changes for many years, which has meant a lot of time and resources have had to be put into ensuring these changes were implemented effectively, accurately and on time.

This Annual Report will give you an insight into those changes.

Annual report

The Annual Report highlights the key achievements of North Kesteven District Council against its Corporate Priorities. Each of the priorities has a series of specific actions and performance measures which have been used to assess progress. In addition, the Annual Report provides information on the management of the Council through political, employment, governance and financial arrangements.

Performance Framework 2022-23

The District Council’s Corporate Plan (the NK Plan) sets out the vision that the Council has for North Kesteven. This includes the priorities, activities and resources planned for the next three years to work towards the achievement of the vision.

The Key Performance Framework sets out the performance measures for the Council and how these align with the NK Plan. The performance framework is reviewed annually with the measures for 2022/23 approved by the Council’s Executive Board.

Local Government Association Corporate Peer Challenge for North Kesteven

What is this?

The LGA corporate peer challenge support offer is a cornerstone of the wider sector support programme for councils in England.  The peer challenge approach involves a team of experienced officers and members spending time with another council as “peers” to provide challenge and share learning. The peer teams spend significant time within councils to identify and address issues and challenge progress across five core themes covering local priorities and outcomes; organisational and place leadership; governance and culture; financial planning and management; and capacity for improvement. Participating councils receive a comprehensive report and recommendations from the peer team and then identify their own action plan to respond.  

North Kesteven District Council was delighted to welcome six peers from other local authorities and the LGA during the first week of last November for our Corporate Peer Challenge.  Over the four days in the district the peer team met with 111 people across 48 meetings, to gain insights into Council, its workings, its relationships with Members, colleagues, partners, residents and businesses.

The critical overview concluded that North Kesteven District Council is doing  well – being ‘strong, stable and financially secure’ with ‘effective relationships with partners’, ‘excellent ambitions for tackling climate change’ and providing ‘ good place leadership’ - and made some welcome recommendations for opportunities to develop further excellence.

The Council’s Position Statement provided to the Peer Team in advance of their arrival; The full feedback report from the Corporate Peer Challenge Team received shortly before Christmas; Our summary overview of its findings; Our Action Plan, unanimously approved by the Full Council Meeting of 27 January 2022, building on the key recommendations from the Peer Team; and the LGA Six Month Review Report plus the associated NKDC mid-October 2022 progress assessment against the Action Plan.

The formal six-month review of progress against our Action Plan took place with the LGA Peer Team on 7 July 2022.
