The Central Lincolnshire Joint Strategic Planning Committee and the Central Lincolnshire Joint Planning Unit
The Central Lincolnshire Joint Strategic Planning Committee was established in October 2009 comprising representatives from the City of Lincoln, North Kesteven District Council and West Lindsey District Council and Lincolnshire County Council. On behalf of the Principal Local Planning Authorities, the Joint Strategic Planning Committee has responsibility for:
The formulation, submission, adoption and monitoring and review of joint Local Development Documents, identified in the Joint Local Development Scheme; Local Development Documents and in any revised Joint Local Development Scheme.
The Joint Strategic Planning Committee approved the draft Local Development Scheme in January 2010 which was subsequently submitted to the Government Office for the East Midlands (GOEM) for endorsement.
An updated and revised LDS was approved at the Joint Committee in June 2010.
The Central Lincolnshire Joint Planning Unit was set up on 1 May 2010, comprising members of staff from the City of Lincoln, West Lindsey District Council and North Kesteven District Council. Offices are currently based in Sleaford and Lincoln but in the long term it is proposed to have offices in a more central location.

Central Lincolnshire Local Development Framework
The Local Development Framework - known commonly as the LDF - is a set of documents that will contain policies to do with the development of land in Central Lincolnshire. The Central Lincolnshire Local Development Framework will replace the Local Plans for the City of Lincoln, West Lindsey District, and North Kesteven District.
The aim of the LDF is to prepare plans and policies that create places that are attractive to live in and are sustainable. It should work together with other plans and policies, such as economic, housing and environmental strategies.
An LDF will be made up of a number of documents, some of which the Planning Authority must produce, some of which are optional. An LDF could be made up of the following documents:
Development Plan Documents:
- The Core Strategy (required)
- The Site Specific Allocations document (required)
- Area Action Plans (optional)
- The Adopted Proposals Map (required)
- Other Development Plan Documents (optional) e.g. Development Control Policies.
- Supplementary Planning Documents (optional):
These give more in-depth guidance on a policy or set of policies in a Development Plan Document.
The following:
- Statement of Community Involvement (required)
- Local Development Scheme (required)
- Annual Monitoring Report (required)
- Local Development Orders or Simplified Planning Zones (optional).
Each Local Development Document will be required to undergo an examination, where the "soundness" of the document is assessed. An inspector will review all the evidence that has been used to define the policies, the consultation that has taken place, and the process that was taken to prepare the documents, before writing a report that will set out whether the document can be adopted as policy. The report written by the Inspector is "binding" and therefore he can only suggest minor change to the document. If there are major changes needed to the document it will be found "unsound" in which case the document will need to be rewritten, consulted on and re-examined.

The Core Strategy
The first priority of the Local Development Framework will be the preparation of the Core Strategy which is where all the hard decisions will be made such as the distribution and phasing of growth, identification of strategic allocations or growth areas and the setting of affordable housing policies. The LDS clarifies that sufficient resources are available to meet this fundamental requirement.
In preparing its LDF, the Joint Planning Unit is required to define and assess the issues that are facing Central Lincolnshire. By doing this we can establish how planning can improve these issues by setting out a vision for the Central Lincolnshire.
Informal consultation is now ongoing to identify issues and options for the core strategy.
